A computer programme used in and Edinburgh school simulates dilemmas facing UN peacekeepers.
Im not sure if this counts a simulation or if it is really a computer game (albeit with a serious subject). The programme is set in Rwanda; the scenario asks the players to act to prevent genocide. However its interesting that the simulation is being used as an educational tool: the emphasis seems to be on practical ways of saving the situation, rather than moral dilemmas. The scenario is apparently interactive.

The simulation is produced by a Canadian group, Pax Warrior (http://www.paxwarrior.com/home/ ), which describes itself as “a Hybrid New Media product for the educational and training markets that extends the nascent “Interactive Documentary” form to incorporate decision based simulation and collaborative learning tools.”
